What the buyer is looking for
The municipality of Laukaa (in future also the contracting entity/subscriber) requests your request to participate in pre-school education services in accordance with this request to participate and its annexes. This is a dynamic purchasing system (DPS) through which the individual pre-primary education services of the municipality are tendered out. … for example, from a private kindergarten. A pre-primary education group is established if at least 7 children are enrolled in pre-primary education. When organising pre-primary education, it must also be taken into account that children participating in pre-primary education have access to early childhood education and care services (Early Childhood Education Act, section 12 entitled to early childhood education and care). This invitation to tender concerns pre-school education provided by private service providers. In accordance with Section 9 of the Basic Education Act, pre-primary education must last for one year and, in accordance with Section 3 of the Basic Education Decree, be provided for at least 700 hours per year, i.e. an average of four hours per day. The day shall not include more than four hours of pre-primary education. In accordance with Section 6 of the Basic Education Act, participants in pre-primary education must have access to early childhood education and care services (additional early childhood education and care). Under the Basic Education Act, it is the duty of the municipality to assign a pre-primary education place to the child at the request of the guardian. The municipality ultimately decides where the child's pre-primary education is to be arranged. Children enrolled in pre-primary education have the right to support for learning and participation in pre-primary education, as well as to study care. In addition to teaching, the learning materials are free of charge. In preschool, children receive a free meal every working day. The services must meet the requirements laid down in legislation and other official guidelines. The service provider is responsible for ensuring that it has sufficient and competent personnel, equipment and tools, as well as functional processes for the provision of services. The number of children declared on a large scale is estimated on the basis of the maximum number and does not bind the contracting entity. Preschool education is based on supporting the child's comprehensive development, growth, learning and well-being. The general objective of preschool education is to promote the child's growth and learning conditions in cooperation with homes and guardians, to strengthen positive self-image and self-perception as a learner. In pre-primary education, learning takes place through play, movement, experimentation and research. Preschool education promotes diverse interaction and the development of social skills. Teaching takes place in a peer group, where the child can actively participate in acquiring knowledge and solving problems. Preschool education is organised to support the equality and inclusion of each child. Every child has the right to participate and receive support in learning. Pre-primary education is implemented with respect for diversity, equality and non-discrimination. The operating culture of pre-primary education is created to be communal, safe and supportive. Pre-primary education staff develop learning environments and working methods in a child-oriented manner, involving children and guardians. Pre-primary education promotes the broad competence of children in the following areas: Thinking and learning, cultural competence, interaction and expression, self-care and everyday skills, multi-literacy, ICT competence, participation and influence.
