What the buyer is looking for

The South Ostrobothnia wellbeing services county procures cleanliness services for the needs of the wellbeing services county to support its own operations. The subject matter of the dynamic purchasing system (DPS) is described in more detail in the request for participation and its annexes, in particular in the annex entitled 'Subject matter and conditions of the DPS'. In each internal call for tenders of the procurement system, the client specifies in more detail the items to be put out to tender in the procurement system, as well as their service descriptions and other possible requirements. The procurement system is valid for about 5 years, during which time tenders within the procurement system are made. The customer may extend the validity of the procurement system with a new contract notice. The Subscriber shall also have the right to suspend the DPS in the middle of its validity.…

… Suppliers may apply for participation in the procurement system at the start-up stage and later during its period of validity by submitting a request to participate in accordance with the request to participate. Contracts must be concluded before the end of the procurement system. Contracts may have a maximum duration of five (5) years. Contractual procurements (orders) can be made until the end of the contract. The procurement procedure consists of two stages. In order to be able to submit tenders, a supplier must first submit a request to participate and be admitted to the procurement system. Thereafter, the supplier may submit tenders by responding to the invitation to tender sent by the contracting entity. In the future, the contracting entity will carry out internal competitive tendering in the procurement system as necessary. Requests to participate in a dynamic purchasing system may be submitted for the entire duration of the system. The dynamic purchasing system shall include all candidates who meet the suitability requirements. Actual procurements are made through internal competitive bidding within the DPS, which describes and specifies the subject matter of the procurement. Intra-procurement tenders may not be submitted unless the supplier has been admitted to the procurement system. Submitting a request to participate and being admitted to the procurement system does not oblige the supplier to submit a tender, but allows suppliers to submit tenders at their discretion. At the time of publication of the request to participate, the contracting entity estimates the estimated VAT-exempt amount of planned purchases subject to the dynamic purchasing system at EUR 1-2 million, taking into account any purchases made under the system. This estimate is preliminary and based on the currently known need for procurement. The procuring entity does not undertake any purchase quantities or tie-in obligations with this notice.
