Article 2 Presentation of the grouping of orders This consultation is part of a grouping of orders formed according to the rules defined by Articles L2113-6 and L2113-7 of the Code de la Commande Publique and governed by a constitutive agreement signed by its members. The grouping of orders consists of the following establishments CH Centre Bretagne de Pontivy establishment supporting the GHT CENTRE BRETAGNE and acting in its name and in the name and on behalf of the following establishments: CH Guémené sur Scorff; MAS Guémené on Scorff; GIP Interhospital Laundry in Cornwall GIP Bretagne Santé LogistiqueL GIP SILGOM; Article 2.1 Coordinator The IPTF SILGOM has been designated as coordinator of the grouping of orders. Only one contract is concluded between the holder(s) and all the members of the group, represented by the coordinator. During the procurement phase, the coordinator is responsible for: Determine the appropriate devolution method and procurement procedure to meet the identified need; Draw up the business consultation file in line with the purchasing policy established by the SAG; ensure the publication of pre-information notices and notices of public calls for tenders; Conduct publicity and competitive bidding procedures; Complete all necessary procedures with unsuccessful candidates and tenderers; Award, sign and notify the contract. During the implementation phase, the coordinator is responsible for: Proceed with changes to the contract, in the form of an amendment or unilateral amendment; Proceed with renewals of the contract; Pronounce termination of the contract; Organise an implementation follow-up with the contract holder(s); Notify the holder(s) of any new making available of the contract in the context of the central purchasing body. Article 2.2 Members With the exception of the items expressly listed in Article 2 above, each member or beneficiary institution shall be responsible for the execution of the contract. By way of derogation from the applicable GFAC, the member institutions and the beneficiary institutions shall have the status of purchaser for the performance of the contract, in particular for: the conclusion of subsequent contracts, the issuing of order forms or service orders; Notification of all decisions relating to the performance of the contract as referred to in the contract documents, with the exception of those expressly reserved for the Coordinator; Verification, acceptance and acceptance of supplies and services or works; Receipt, processing and payment of invoices; Application of contractual penalties.
