The award of the treasury service covered by this contract, as provided for in Article 209 of Legislative Decree No 267/2000, as amended, consists of the ‘complex of operations linked to the financial management of the local authority and aimed in particular at the collection of revenue, payment of expenses, custody of securities and securities and related obligations provided for by law, by the statutes, by the regulations of the body or by contractual rules’. … by a single economic operator, in order to ensure the effective coordination of the activities covered by the contract and the optimisation of resources. The amount of the contract on the basis of a call for tenders for the five-year period is EUR 1 600.000.00 (EUR 1 million six hundred thousand/00), exempt from VAT. The Authority closed the files held by the municipal treasury; therefore, the exemption provided for in Article 10(1) of Presidential Decree No 633 of 1972 (correct opinion of the Revenue Agency, reply No 188/2023) is considered to be applicable to the ‘all-inclusive consideration of the treasury and cash service’. The amount based on the invitation to tender includes the labour costs estimated by the contracting authority at EUR 203 588. In view of the nature of the service covered by this tender, there is no need to proceed with the preparation of the DUVRI pursuant to Legislative Decree 81/2008, also taking into account that the service takes place at the Treasurer's premises. The duration of the contract (excluding any options) is 5 natural and consecutive years starting from the date of signature of the agreement or from the start of the service or from the date of early execution of the service.
