… present procedure, is the contracting authority of the Public Procurement Act. Pursuant to Section 32(1)-(2), it has been designated as a central purchasing body by the following contracting authorities: ALFÖLDVÍZ Regional Water Utility Service Plc., Transdanubian Regional Waterworks Plc., DMRV Duna Menti Regional Waterworks Plc., North Transdanubian Waterworks Plc., Tiszamenti Regional Waterworks Plc. ÉRV Zrt. establishes DBR to meet the procurement needs of the contracting companies listed above. DBR cannot be used by contracting authorities other than those listed above. In justified cases, taking into account delivery locations and chemicals, the contracting authority may implement public procurement needs by means of separate calls for tenders per company, under which only specific chemicals may be procured, i.e. AK is not obliged to procure all the chemicals specified in the DBR by means of a call for tenders. You can split the procedures into lots and launch multiple bidding phases in parallel. The tendering phases will be carried out by ÉRV Zrt. as a central purchasing body for each contracting authority. As a result of the bidding phases, the contract will be concluded for itself by the Contracting Authority indicated in the bidding section of the respective bidding phase/ bidding phase. AK will conclude framework contracts and specific contracts as a result of each bidding phase. The duration of DBR is 60 months. The contracting authority shall not require a tender guarantee. The contracting authority shall send the invitation to tender through the EQF to the candidates identified as suitable. The contracting authority reserves the right to launch several parallel bidding phases. Any economic operator within the scope of the DBR may join the system if it submits a request to participate through the EQF and is deemed suitable. In the second stage of the procedure, in each invitation to tender, the contracting authority intends to set a time limit for the submission of tenders of at least 5 working days. Candidates must declare in their request to participate that they accept the time limit for submitting tenders of at least 5 working days (‘yes’ or ‘no’). If all candidates admitted to the dynamic purchasing system reply ‘Yes’, the Public Procurement Act shall apply. The contracting authority shall be deemed to have concluded an agreement within the meaning of Section 84(6) and shall be entitled to set a time limit for the submission of tenders of at least 5 working days in each invitation to tender. In the event of a ‘No’ answer, the Contracting Authority shall set a time limit for the submission of tenders of at least 10 calendar days, with the proviso that the Contracting Authority and the Candidates may agree on a shorter period for the duration of the DBR. The specifications and conditions relating to the conformity of the products to be procured, as well as the supporting documents, will be determined by the contracting authority in the second stage of the tendering procedure and the tenderer must provide the documents and declarations specified in the procurement documents and technical specifications issued during the tendering stage.
