The process of purchasing services and products is as follows: 1. Creation of a DBR (participation phase): The contracting authority will create the DBR as a result of the participation phase. No tenders will be submitted during the participation phase! 2. Conclusion of framework contracts (tendering phase): After the establishment of the DBR, the contracting authority shall send an invitation(s) to tender to the economic operators included in the DBR for certain services falling within the scope of the DBR. The contracting authority shall conclude a framework contract with the tenderer submitting the most favourable tender in the relevant invitation to tender. 3. Occasional orders: The tenderer shall order the current repair and maintenance service on the basis of the framework contract. The value of the parts required for repair and maintenance provided by the successful tenderer on the basis of an ad hoc order may not exceed the values agreed by the successful tenderer in its tender. For each framework contract, the contracting authority shall make the exact technical content and contractual conditions available to the economic operators participating in the DBR at the same time as sending the invitation(s) to tender. Within this/these framework contracts, the Contracting Authority shall specify to which category(ies) the services and products covered by each framework contract fall. Contracting authority is the Public Procurement Act. Pursuant to Section 107(2), it reserves the right, during the implementation of the DBR, to define the possibilities for the submission of partial tenders at the same time as the invitation to tender is sent, depending on the subject and symbol of the procurement for the given framework contract.
