Pursuant to Article 39(1) of the PPZOP, by submitting a tender, candidates are deemed to agree to all the terms and conditions of the contracting authority, including the period of validity of the tenders set by the contracting authority and the draft contract. No invitation to tender for a specific contract shall be issued until all initial applications submitted within the time limit indicated above have been examined. For specific calls, tenders will be ranked by a programme that will be accessible and free of charge to all candidates.
