… specific procurement, within the established DPS for its duration. Quantities are indicative. The contracting authority shall not be obliged to purchase the quantities indicated. The actual performance of the contract will be determined on the basis of the actual delivered medical consumables, medical devices, dressings and other materials. The estimated value of the DPS is BGN 3 000 000.00 (three million) excluding VAT for the period of its validity. The estimated value of each of the public procurements carried out (restricted procedures), within the framework of the established DPS, will be determined by a specific procedure, depending on the needs of the Contracting Authority. The period for which the dynamic purchasing system shall be set up shall be: 36 months. The dynamic purchasing system shall be open throughout its duration to any candidate who fulfils the selection criteria. Access to and participation in it shall be free and free of charge for all interested parties. All candidates who meet the selection criteria are included in the DPS. Duration of the contract: 24 months. The duration of contracts to be concluded on the basis of public procurement (restricted procedures) within the established DPS is 24 months.

Professional register enrolment

Кандидатите трябва да притежават валидно разрешение за търговия на едро с медицински изделия по смисъла на чл. 77 от Закона за медицинските изделия, освен в случаите по чл. 77, ал. 2 от ЗМИ, в които участникът е производител, установен на територията на Република България и може да извършва търговски сделки с произведените от него изделия. При участие на чуждестранни лица ще се приеме и еквивалентен документ, издаден от признат орган в страната, в която участникът е установен. Разрешението следва да е с обхват предмета на поръчката. За установяване на съответствието с посоченото изискване кандидатите следва да посочат необходимата информация в раздел А „Годност“, част IV: „Критерии за подбор" на ЕЕДОП, като посочат органа издал документа, номер, дата на издаване и срок на валидност. Документи за доказване на съответствие с критериите за подбор – заверено от кандидата копие на валидно разрешение за търговия на едро с медицински изделия по смисъла на чл. 77 от Закона за медицинските изделия (или еквивалент), а в случаите на чл. 77, ал. 2 от Закона за медицинските изделия декларация свободен текст, че е производител на предлаганите медицински изделия, както и документ, удостоверяващ, че може да извършва търговски сделки с произведените от него изделия. Документите за доказване се представят при условията на чл. 67, ал. 5 от ЗОП, при необходимост за законосъобразното провеждане на процедурата и преди сключване на договор за обществена поръчка, на основание чл. 112 от ЗОП.

Minimum annual turnover

На основание чл. 61, ал. 7 от ЗОП, във връзка с чл. 61, ал. 1, т. 1 от ЗОП кандидатите следва да се реализирали минимален общ оборот за последните три приключили финансови години, в зависимост от датата, на която са създадени или започнали дейността си. Възложителят изисква кандидатите да са реализирали минимален общ оборот, изчислен на база годишните обороти за последните 3 (три) приключили финансови години (в зависимост от датата, на която кандидатът е създаден или е започнал дейността си), в размер на 100 000,00 (сто хиляди) лева. За установяване на съответствието с посоченото изискване участниците следва да посочат необходимата информация в раздел Б „Икономическо и финансово състояние: Общ годишен оборот“, част IV: „Критерии за подбор" на ЕЕДОП, като посочи органа издал документа, номер, дата на издаване и срок на валидност. За кандидат чуждестранно лице, оборотът се изчислява по официалния курс на Българска народна банка за съответната валута в лева, към датата на подаване на заявлението. За доказване изпълнението на поставеното изискване се представя един или няколко от следните документи, от които еднозначно да е видно, че е изпълнено изискването за минимален общ оборот: • Удостоверения от банки; • Годишните финансови отчети или техни съставни части, когато публикуването им се изисква съгласно законодателството на държавата, в която кандидатът е установен. • Справка за общия оборот. Когато по основателна причина кандидат не е в състояние да представи поисканите от възложителя документи, той може да докаже своето икономическо и финансово състояние с помощта на всеки друг документ, който възложителят приеме за подходящ, а именно документ, в който се съдържа информацията, която потвърждава, че кандидатът отговаря на поставеното от възложителя изискване за икономическо и финансово състояние (чл.62, ал. 2 от ЗОП). Документите за доказване се представят при условията на чл. 67, ал. 5 от ЗОП, при необходимост за законосъобразното повеждане на процедурата и преди сключване на договор за обществена поръчка, на основание чл. 112 от ЗОП.
