The approval of candidates for the dynamic purchasing system is done by the procurement services of the City of Kajaani. The Dynamic Purchasing System (DPS) targets the recruitment services needed by the City of Kajaani. The DPS is a two-stage system. … candidates satisfying the suitability requirements may join the dynamic purchasing system for its entire duration and all candidates admitted to the system may submit tenders. Registration in the system is not binding, but is a prerequisite for participating in calls for tenders. The suitability conditions set out in the procurement documents must be fulfilled throughout the procurement period. The following direct recruitment services, among others, are put out to tender with a dynamic procurement system: executive and expert-level executive searches; e.g. project manager, ICT architect, lawyer, specified high-level ICT specialist (e.g. cyber security, information management). In addition, the recruiting services to be procured may be so-called hybrid searches, which combine, for example, executive search and social media/media search. The services to be procured may also focus on a person's suitability assessment.
