What the buyer is looking for
The object of this dynamic purchasing system (hereinafter also referred to as "DPS") is terrain survey equipment. The National Land Survey is currently renewing its own terrain data production system. The system collects and updates data from the national terrain database and produces general map products. The system is being developed on top of the open source QGIS geospatial software. The system is used by approximately 150 surveyors across Finland. The aim of the reform is to enable more high-quality, nationwide and up-to-date basic location information. At the same time, data maintenance will be developed to be more efficient in order to reduce duplication of data collection work. … tools used in the terrain in order to improve the efficiency of the mapping work. During field visits, which are part of the work processes, the surveyors check sites that are unclear in the stereo-survey and map new sites that cannot be maintained or verified from other data sources. Software will be developed to support the work and the necessary equipment will be procured to produce field data as part of the basic location data production process. The National Land Survey of Finland previously organised a market dialogue MML 81153/02 02/2023. Based on the analyses of the market dialogue, the contracting entity has decided to acquire GIS receivers to support the stereo-survey in order to improve the efficiency of the work and digitalise the work processes. The object of the procurement is spatial data receivers with positioning accuracy <50 cm. The receiver must be connected via Bluetooth (BT) to a tablet running Android. The Android operating system is regularly updated to the latest versions to be supported by the GIS receiver. The field data collection uses the Qfield application on the tablet with which the GIS receivers must work. A large part of the maintenance work of the off-road database is done by mapping a moving car, so the GIS receiver must work reliably in motion. The BT connection must work from the outdoor receiver to the tablet inside the car. The device must be suitable for off-road work and be splashproof or waterproof. The device must withstand rain and operate even when wet. The number of spatial data receivers to be procured is estimated to be over 40 in the next 6 years. Maintenance of purchased equipment after the contract period is 24 months. In 2025, 40 spatial data receivers will be procured initially and, if necessary, additional ones in the following years. As part of the equipment procurement process, the contracting entity will test geospatial receivers in terrain in real mapping situations. The terrain tests test the general usability and measuring capability of the equipment in different terrain conditions. More detailed criteria will be described later in the annexes to this contract.
