What the buyer is looking for
The wellbeing services county of Ostrobothnia (hereinafter "Subscriber") hereby establishes a dynamic procurement system for the competitive tendering of the register of suppliers of human resources for oral health care. This is a procurement of social and health services in accordance with Annex E to the Procurement Act. A DPS is a two-stage procedure in which interested service providers are required to submit a request to participate. The application to participate ensures the suitability of the service provider and all service providers that meet the suitability requirements are accepted into the procurement system. Only service providers who have submitted a request to participate and are approved will be sent invitations to tender for the supplier register. … register. The supplier register is updated regularly (every 6 months) through internal competitive tendering in the DPS. New service providers may submit a request to participate at any time during the validity of the procurement system, thus enabling them to participate in the next call for tenders concerning the supplier register. The procurement system is provisionally in force until 31 May 2029. The contracting entity may extend the validity of the supply system by making an appropriate declaration or, conversely, terminate the supply system at an early stage. The start-up phase of the procurement system is valid until 5 June 2024; during the start-up phase, no invitation to tender is published in the procurement system. Requests to participate received during the start-up phase will be processed simultaneously after 5 June 2024 and all applications received during the start-up phase will be processed before the first call for tenders for the supplier register is published. After the start-up phase, the procurement system is in the procurement phase. Requests to participate received during the procurement phase will be processed as quickly as possible, but no later than the publication of calls for tender for the supplier register, estimated for each year 1.6 and 1.12. The procurement system does not put out to tender a supplier register for procurements other than the procurement of human resources.
