The procurement is carried out as a dynamic supplier register, which is a two-stage procedure designed by the client in accordance with the principles of the Procurement Act. It is not a framework agreement within the meaning of section 42 of the Procurement Act or a dynamic procurement system for goods and services above the EU threshold referred to in section 49. The supplier register makes use, where applicable, of the provisions on the dynamic purchasing system described in Sections 49 to 52 of the Procurement Act. All service providers that meet the eligibility criteria and have provided the required certificates described in this contract notice will be admitted to the Supplier Register. … Admission to the Supplier Register does not oblige the company to participate in internal tendering procedures in the Supplier Register. Throughout its validity, the Supplier Register is open to all service providers that meet the suitability criteria. The flexibility of the supplier register is achieved by implementing intra-system competitive tendering during the duration of the system. In this case, new service providers have the opportunity to participate in the production of transport services and the customer can make changes to the terms and conditions of the transport services. Tendering within the Supplier Register can be carried out from the establishment of the Supplier Register until the end of its duration. The Supplier Register is valid until 31 December 2028, during which time tenders within the Supplier Register are made. Contracts concluded on the basis of internal tendering procedures in the Supplier Register may be valid for a maximum of two (2) years after the end of the Supplier Register. The purpose of selecting a procurement procedure is to ensure that the services of a vulnerable customer group are carried out in accordance with the applicable legislation. These are services that are relevant to the realisation of the fundamental rights of the customer group. The purpose of the supplier register is to ensure the continuity, availability and coverage of services and to take into account the special needs of service users. The aim is also to promote effective competition by ensuring the availability of professional services and equipment that meet the specific needs of the customer group in the short and long term, in urban and sparsely populated areas. According to the Act on the Implementation of the Reform of Social Welfare and Health Care and Rescue Services and on the Implementation of the Legislation on Social Welfare and Health Care (616/2021), the responsibility for organising social welfare and health care is transferred from municipalities and joint municipal authorities (except the City of Helsinki) to the wellbeing services counties on 1 January 2023. The Kymenlaakso wellbeing services county will become the administrator of the dynamic supplier register and the subscriber of contracts based on it instead of Kymsote.
