Pohjanmaan Hyvinvointialue pyytää osallistumishakemuksia kehitysvammaisten ja autismikirjon henkilöiden asumispalveluja koskevaan hankintajärjestelmään. Hankinta ei koske liikuntavammaisten asumispalveluja. Hankinta toteutetaan dynaamisen hankintajärjestelmän kaltaisena menettelynä (DPS - Dynamic Purchasing System). Menettely on luonteeltaan kaksivaiheinen: ensimmäisessä vaiheessa palveluntuottajat hakeutuvat hankintajärjestelmään jättämällä osallistumishakemuksen ja toisessa vaiheessa hankintajärjestelmään hyväksyttyjen palveluntuottajien kesken järjestetään sisäiset kilpailutukset. Tämä on hankintaa koskeva osallistumispyyntö. Kaikki soveltuvuusehdot täyttävät palveluntuottajat hyväksytään mukaan hankintajärjestelmään. … Hankinta on jaettu 5 osa-alueeseen / palveluun: 1. Tuettu asuminen 2. Ympärivuorokautinen palveluasuminen (Palveluluokat 1-6) 3. Lyhytaikaista hoitoa ja huolenpitoa aikuisille (ml. omaishoidon vapaat) (Palveluluokat 1-6) 4. Lyhytaikaista hoitoa ja huolenpitoa alle 18-vuotiaille (ml. omaishoidon vapaat) (Palveluluokat 1-3) 5. Ympärivuorokautista palveluasumista alle 18-vuotiaille (Palveluluokat 1-3) Osallistumishakemus tulee jättää vähintään yhtä (1) ja halutessaan useampaa palvelua (osa-aluetta) koskien. Hakemus on yksikkökohtainen, joten jokaisesta asumisyksiköstä on jätettävä oma osallistumishakemus. Palvelut tulee tarjota Pohjanmaan Hyvinvointialueen alueella tai hyvinvointialueen läheisyydessä, enintään 60 kilometrin päässä (hyvinvointialueen rajasta linnuntietä). Myöhemmin toteutettava tarjouskilpailu koskee sekä uusia, että tilaajan tällä hetkellä voimassa olevia asiakassuhteita. Vanhoja asiakkaita ei kuitenkaan velvoiteta muuttamaan uusiin asumisyksiköihin, ellei asiakas sitä itse toivo. Osallistumispyynnön liitteenä myös palvelukuvaus sekä sopimusluonnokset. Hankintajärjestelmässä mukanaolo ei velvoita palveluntuottajaa osallistumaan sisäisiin kilpailutuksiin. Hankintajärjestelmän sisäiset kilpailutukset järjestetään kerran vuodessa. Hankintajärjestelmään voi kuitenkin jättää osallistumishakemuksia koko sen keston ajan. Hankintajärjestelmä on voimassa neljä (4) vuotta sen perustamisesta lukien.
