Municipal Procurement Services KuHa Oy (hereinafter the Contracting Entity) establishes a dynamic procurement system (hereinafter the DPS) for artificial turf in gaming fields. The contracting parties involved in the procurement are the cities of Kangasala, Nokia, Orivesi and Ylöjärvi, as well as the municipalities of Lempäälä, Pirkkala and Vesilahti (hereinafter referred to as the Cooperatives). Subscribers may also include subsidiaries of the aforementioned cities and municipalities. The procurement targets artificial turf for football fields and baseball fields delivered to Kehyskunta as well as other products and services related to artificial turf, such as design, installation and recycling. … admitted to the DPS by means of internal tendering procedures within the DPS, which may cover the entire duration of the procurement phase of the DPS. Participation in the system does not imply direct participation in the tendered procurements, but the Candidate must, after approval, separately submit a tender for the opening of DPS's internal tendering procedures. DPS's internal tendering procedures define in more detail the detailed characteristics of the artificial grasses to be tendered and the conditions for their acquisition. The criteria for determining the overall economic advantage of internal tenders, i.e. site-specific tenders, are defined in more detail in the invitation to tender for each procurement. Contract-specific requirements, descriptions and other documents will be available for Candidates admitted to the DPS at the time of opening of the internal tendering procedure. For each procurement within a dynamic purchasing system, a tender shall be invited in an electronic tendering system. The contracting entity accepts all Candidates who have submitted a request to participate in the system and who meet the suitability requirements set for the Candidates. The DPS is planned to start on 1 May 2025 and the first procurements are planned to take place in 2025.
