What the buyer is looking for
The object of this dynamic purchasing system (DPS) is the separate transport of the municipality of Vihti. The Municipality of Vihti carries out the separate transport between the candidates admitted to the DPS by means of internal tendering procedures within the DPS (restricted procedure). Separate transports are part of the school transports of the municipality of Vihti. However, separate transports cannot be carried out in the normal school transports of the municipality of Vihti, because the number, content and duration of separate transports cannot, as a rule, be known in advance. An example of separate transport is, for example, abnormal school transport to a hospital school, accident transport or school transport, where the student's state of health requires special needs for transport. Separate transport needs can be intermittent or long-term, for example, for the whole academic…

… year. Separate transports can also be directed outside municipal borders, for example to a hospital school. At the time of publication of the request to participate, the Municipality of Vihti estimates that approximately 8 to 15 competitive tenders are published annually within the dynamic purchasing system. The amount is a preliminary estimate, which may change significantly depending on the need for separate transport. As a general rule, the vehicle fleet required for transport operations shall be of category M1 vehicles or vehicles of category M1 without barriers and vehicles of category M2. At the time of publication of the request to participate, the Municipality of Vihti estimated the total value of the entire duration of the dynamic purchasing system at a maximum of EUR 200 000 to EUR 400 000, taking into account any purchases made in the system. This estimate is preliminary and based on the currently known need for procurement. The municipality of Vihti does not commit to any purchase quantities or quantity purchase obligations with this notice. You can apply to participate in a dynamic purchasing system if you meet the suitability requirements indicated in the ESPD form and in the Criteria for the subject of the contract. The dynamic purchasing system shall include all candidates who meet the suitability requirements. Internal tendering may take place after the start of the acquisition phase of DPS, which begins after the start-up phase. A separate contract shall be concluded for each internal tendering procedure. The contract period is defined in internal tendering separately on a case-by-case basis. A contract awarded on the basis of an internal tendering procedure may continue for a fixed term or for an indefinite period even after the expiry of the dynamic purchasing system. Suppliers can apply throughout the period of validity of the system, so any interested candidate can submit a request to participate in the DPS even after the start-up phase. The DPS is valid until 31 July 2030, unless it is shortened or extended by a separate notice. Vihti Municipality reserves the right to make purchases through other channels or systems as necessary. This notice therefore does not guarantee the contract or purchase through DPS and the Municipality does not commit to any specific volume of purchases under this scheme. N.B.: This invitation to participate does not ask for tenders or prices.
