The City of Helsinki organises preschool education in municipal day care centres and private day care centres. This request to participate concerns the acquisition of pre-primary education produced in private day-care centres, excluding pre-primary education for demanding support. The selection for pre-primary education is the responsibility of the education provider, i.e. the City of Helsinki, in accordance with the Basic Education Act. … of compulsory education. Under Section 4 of the Basic Education Act, the municipality is obliged to provide pre-primary education for children residing in its territory in the year preceding the start of compulsory education. Children participating in pre-primary education must also have access to early childhood education and care services (Early Childhood Education Act, Sections 5, 12 and Basic Education Act, Section 6). When planning, organising and deciding on pre-primary and basic education, the best interests of the child must be a primary consideration (Section 3 of the Basic Education Act). The municipality can provide pre-primary education services itself or acquire them, for example, from a private service provider. The municipality is responsible for ensuring that the services it procures are organised in accordance with the regulations on pre-primary education and the basics of the pre-primary education curriculum. In addition to the basic education regulations concerning pre-primary education in kindergarten, the Act on Early Childhood Education and Care and the regulations issued on the basis thereof also apply to it. The City of Helsinki Education Division will establish a dynamic purchasing system for service providers from 25 April 2026 to 24 April 2031. The estimated total value of the procurement excluding VAT for the calendar year is approximately 0 - 4 000 000. A procuring entity does not commit to a specific quantity or value of procurement. The service must comply with the directly binding acts of the European Union, the laws and regulations of Finland and the regulations issued by the authorities. The application to participate is binding and must be submitted in Finnish. The entire procurement process is in Finnish. The procurement is a service procurement in accordance with the e-Annex. The procurement procedure and the timetable for submitting requests to participate are described in more detail in Annex 2 Description of dynamic procurement.
