… solutions Products can be rented or purchased under the ownership of the Contracting Entity. Products can be so-called catalogue products and customizable/artificial products. The purchase may also include the installation of products. The DPS is a two-stage system. In the first stage, service providers apply for the procurement system by submitting a request to participate. You can apply for a DPS throughout its validity, unless the DPS is temporarily closed. All eligible applicants will be admitted to the scheme. In the second stage, the contracting entity shall award contracts by means of internal tendering procedures within the dynamic purchasing system to be established. Intra-system tendering is carried out as entities according to the needs of the Contracting Entity. Procurement shall be carried out within the dynamic purchasing system by means of separate calls for tenders. Applying for the system does not mean participating directly in the tendered procurements, but the tenderer must, after approval, submit a tender separately for the tendering procedures to be opened. Contract-specific requirements, descriptions and other documents are available for operators admitted to the dynamic system at the time of opening the tendering procedure. Admission to the dynamic purchasing system shall not be binding on the applicant. You can choose which competitions to take part in within the system. The DPS is valid until 31 December 2031. The contracting entity shall have the right to shorten or extend the validity of the system by means of a new contract notice. The amounts are estimates that are not binding on the Contracting Entity. The procuring entity does not undertake any purchase quantities or tie-in obligations with this notice.

Tactics

When contracts were awarded in this country and sector, usually only one or two bids came in. A solid bid has a real chance here. (Based on 1,537 completed awards — not a statement about this procedure.)

This procedure allows 2078 days between publication and deadline — typical in this country is 32 (median of 1,471 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.

Foreign bidders

In Finland · Transport equipment, 44 contracts went to foreign companies over the last 3 years (of 1,978 recorded awards) — mostly from Germany, France, Denmark.

Submission language: Finnish.

Measured from linked award data; foreign winners bidding through a local subsidiary count as domestic — the true share is higher.
