What the buyer is looking for
The City of Helsinki Urban Environment Division will establish a dynamic purchasing system (DPS) within which small contracts for the construction of sports facilities will be put out to tender. The maximum value of a single order can be €450,000. The sports facility construction sites are located in areas owned by the City of Helsinki, and the construction works can be small renovation works or the realisation of an entire sports park / area project. … exclusive of VAT, is EUR 11 000 000. The contracting entity (later also the subscriber) has the right to suspend the DPS in the middle of its validity. The contracting entity shall also have the right, at any time during the duration of the dynamic purchasing system, to temporarily close the system, for example for holiday or other periods during which no procurement is made and the processing of new requests to participate may be postponed. EMPLOYMENT A mandatory employment condition may be used for all contracts awarded through a dynamic purchasing system. The client assesses, on a project-by-project basis, the suitability of the use of the employment condition for the project in question and the number of persons to be employed. The Subscriber shall add a requirement for an order-specific invitation to tender if it is deemed suitable for the order in question. More information on the employment condition can be found in the annexes to the request to participate, "General works programme", point 14.7, "Competition document for employment 2025" and "Rammaus project".
