What the buyer is looking for
THIC, Tierp and Heby central purchasing body set up a dynamic purchasing system (DIS) for works. A dynamic purchasing system works in such a way that tenderers apply to be qualified in the system, in order to be qualified, the required qualification requirements must be met. This DPS is divided into three sub-areas to allow contractors of different sizes to bid depending on contract size. It is possible to apply to become a qualified general contractor regardless of guild in the construction industry if the required qualification requirements are met. Turnover requirements and experience requirements are set out per sub-area below. The reason that DIS is sized is to open up the market to different companies regardless of size in order to have a healthy and effective competition. The contracts relate to works that exceed SEK 300 000 in contract value and will be advertised continuously as needed. Minor works will be called on for separate contracting framework contracts per professional category.
