What the buyer is looking for
The Contracting Authority is the Material Logistics Command Land (MatlogCo) of the Royal Netherlands Army - one of the seven components of the Ministry of Defence. The MatlogCo is responsible for the maintenance of the ground-based equipment of Defence. For more information about the Ministry of Defence and MatlogCo, you can consult the website www.defensie.nl. Dynamic Purchasing System The procedure used here is the Dynamic Purchasing System from the Procurement Act 2012. The procedure is carried out entirely electronically via the online procurement platform Negometrix. … losing controllability. In this way, the Ministry of Defence creates an optimal market operation, whereby the Ministry of Defence can select optimal products at the lowest possible cost, within the desired delivery times. The MatlogCo aims to fill its needs fairly, quickly and easily, through full competition. Operation of the Dynamic Purchasing System in brief For this tender, the Ministry of Defence follows the European tender procedure 'Dynamic Purchasing System', in accordance with the Procurement Act. A distinction is made between two phases: 1. Setting phase 2. Award phase These phases are detailed in Questionnaire 1.1. In summary, the Applicant submits a Request for Admission; If the Candidate meets the requirements and no grounds for exclusion apply, she will be admitted as a Participant. Admission to the DAS is not an assignment; The MatlogCo places a further enquiry; Participant enrolls; The MatlogCo assesses the Tenders and awards them to the most economically advantageous Tender. Maturity of the Dynamic Purchasing System At its publication in March 2023, the Dynamic Purchasing System (DAS) had an initial maturity of 48 months. However, since this DAS is a continuation of the previous DAS with the negometrix number 210681, a term of 35 months remains. It is important to note that the Contracting Authority may extend the duration once, for a period of 48 months. The Contracting Authority is free to add or remove products and/or qualifications from the DAS during its term. This will be announced by the Contracting Authority with a rectification where necessary.
