Public tender: Rahmenvereinbarung „Referierende Bildungsangebote 2027–2028, Campus Stadt Natur – Kienbergpark“ (Berlin)
The input text consists of the official notice (Bekanntmachung), the “Vorhabensbeschreibung”, standard Berlin e‑procurement instructions and the draft framework agreement for an open procedure under the German Unterschwellenvergabeordnung (UVgO).
The country context is clearly Germany: the contracting authority is Grün Berlin GmbH (Berlin), German law and German public procurement rules (UVgO, GWB, MiLoG, SchwarzArbG, etc.) apply, and the place of performance is Berlin (Campus Stadt Natur – Kienbergpark and Gärten der Welt).
The perspective throughout is that of a German public contracting authority setting requirements for bidders (referent*innen) to deliver environmental education services.
The documents describe, among others, what bidders must submit and which minimum qualification requirements apply.
Such as: bids must be submitted electronically in text form via the Berlin Vergabeplattform/RIB Tender by 23.11.2026, 12:00.
With the offer, the following completed forms are required: Teil D Preisblatt (Excel), Teil E Angebotsvordruck, Anlage 3 (Erklärung Bieter-/Bewerbergemeinschaft, only if bidding as a consortium), Anlage 4 (Erklärungen zu Ausschlussgründen und Angaben zum Unternehmen), Anlage 5a (Darstellung Eignungskriterien Bietende), Anlage 5b (Beschreibung Bildungsangebot Inhalt Methodik Didaktik), a Datenschutzerklärung, and Wirt‑3293 (Bieterangaben Wettbewerbsregister).
Minimum qualification (Eignung) is defined functionally rather than via turnover: bidders must either have at least 10 relevant environmental/BNE education events in the last 3 years, or an appropriate (pedagogical or “green”) university degree, or a recognised additional qualification (e.g.
Naturpädagogik, zertifizierte Natur- und Landschaftsführende).
They must also declare language skills equivalent to B2 (German; English for English-language events).
Evidence of professional liability insurance and an Erste-Hilfe-Schulung (min. 6 hours, not older than 24 months) is only required at contract signature, not with the offer; copies of certificates/qualifications are required with Anlage 5a.
Standard exclusion declarations on tax, social security, minimum wage and competition law must be signed in Anlage 4.

The scope of the contract is a framework agreement for freelance educational services (“Freiberufliche Leistung”) providing environmental, nature, climate and sustainability education for Campus Stadt Natur in Berlin.
Such as: the services are “Bildungs- und Vermittlungsangebote” delivered in the Umweltbildungszentrum Kienbergpark or the Gärten der Welt, to defined target groups (e.g. schools, Kitas, specialist audiences).
The framework runs from 01.03.2027 to 31.12.2028; there is no guaranteed minimum quantity, and the estimated total volume is stated as a net amount in the contract but remains indicative.
Grün Berlin will conclude framework agreements with several referent*innen (a pool) and call off single events or blocks of events via an options letter (Abrufschreiben); exact dates are agreed from mid/end January 2027 onward.
The tender itself is not divided into lots (Losweise Vergabe: nein).
Place of performance is Berlin, specifically Kienbergpark/Campus Stadt Natur and Gärten der Welt.
Award criteria are purely qualitative, with price fixed via the standard honorar overview (Anlage 1).
Such as: the Bekanntmachung notes “100 % Qualität”, and the Zuschlagsmatrix in the Vorhabensbeschreibung sets three criteria: (A) Überzeugendes Konzept (weight 60 %, max. 30 weighted points), (B) Überzeugende Didaktik und Methodik mit Passung zur Zielgruppe (weight 30 %, max. 15 weighted points), and (C) Besondere Merkmale (Kreativität, Innovationsgrad, Praxisbezug) (weight 10 %, max. 5 weighted points).
Each sub-criterion is scored 10–50 points, then weighted.
The bid must reach at least 20 weighted points on average to be eligible for award.
The bidder with the highest average weighted score per topic gets the award; with similar scores, the total number of events can be split among several bidders (e.g. 12 events split 6/6 or 4/4/4).
Concept descriptions must be provided in Anlage 5b (with limited extra space) and must clearly show goals, structure, methodology, target group orientation and curriculum relevance (for schools).
Risks and special conditions relate mainly to performance obligations, cancellations, insurance and subcontracting.
Such as: no separate security (garanties) is required (“Sicherheitsleistungen: entfällt”).
The framework agreement includes clauses on liability (statutory), mandatory professional liability insurance coverage (min. 500,000 € for property/financial loss, 1,500,000 € for personal injury, both 2‑fach maximiert), up-to-date first aid training and, on request, a police clearance certificate.
The contract also contains a Wohlverhaltensklausel (mutual non-disparagement) and strict rules on publicity, use of Grün Berlin logos, and prohibition of money collection or self-advertising during events.
Subcontracting is allowed but monitored: bidders must declare any parts to be subcontracted in form Wirt‑235 and, where reasonable, name subcontractors at offer stage; some tasks may have to be carried out personally by the contractor/Bietergemeinschaft.
The offer and communication are exclusively electronic; a qualified e-signature is not required, scans of signed documents suffice.
The offer validity (Bindefrist) runs until 21.12.2026.
Questions must be submitted promptly via the Vergabeplattform ITWO tender; a mandatory site visit is not mentioned.
Regarding contradictions or corrections within the documents, most statements are aligned and cross-referential.
Such as: the Bekanntmachung lists standard UVgO forms for Eignungsprüfung (EEE, Wirt‑124, Wirt‑235, Wirt‑238), while the specific project documents narrow this down to the concrete set to be submitted (Teil D, Teil E, Anlagen 3–5, Datenschutzerklärung, Wirt‑3293).
Similarly, while the Bekanntmachung generically mentions possible different forms of electronic submission (with/without ava‑sign), the Vorhabensbeschreibung clarifies that offers are accepted in text form via the Berlin Vergabeplattform and that ava‑sign may be needed depending on the chosen workflow; the detailed participation conditions (IV/V 2121/Wirt‑2121) then explain the technical options.
On insurance and first-aid evidence, there is no conflict: all relevant passages consistently state that these proofs are required at contract conclusion, not with the bid.
Only the contracting authority's tender documents are binding. As of: 25/10/2026
