… Protection and Civil Defence Programme for the years 2025-2026 (Area I). For the purposes of this contract, the contracting authority has developed a TECHNICAL EXPERTISE OF THE POSSIBILITY OF ACCESSING EXISTING PUBLIC USE BUILDINGS TO FULFILL THE FUNCTION OF ‘IMPORTANT PROTECTION PLACE (MDS)’ (Annex 1 to the FTZ). The study describes the exact location of the buildings and premises subject to the contract and a preliminary, general outline of the works necessary for design and execution. The subject of the contract should be carried out in accordance with the application for a special-purpose grant No 1010093.2.4, the Technical Expertise and the requirements of the Regulation of the Minister of Internal Affairs and Administration of 9 July 2025 on the conditions for organising and the requirements to be met by places of emergency shelter (Journal of Laws No. Journal of Laws of 2025, item 932). Changes in the design documentation may be made in relation to the provisions contained in the Technical Expertise, provided that they are agreed with the Ordering Party. Each of the three documents constitutes a separate, complete study for a given location and should be prepared in a way that allows obtaining a construction permit decision on its basis or making an effective notification of construction works, and then conducting a public procurement procedure by the Employer for the execution of construction works for a given location.
