… presented either in the form of forms DC1 and DC2 (available free of charge on the website www.economie.gouv.fr), or in the form of a European Single Procurement Document (Dume). The transmission of folds by electronic means is required for this consultation. Therefore, paper transmission is not allowed. Transmission by electronic means is carried out on the buyer profile. Each transmission will be subject to a certain date of receipt and an electronic acknowledgement of receipt. The fold will be considered "out of time" if the download ends after the scheduled deadline date and time. If a new envelope is sent electronically by the same candidate, the latter cancels and replaces the previous envelope. The fold may be doubled by a backup copy sent within the time limit, in electronic physical form or on paper. This copy must be placed in a fold marked "back-up copy", together with the name of the applicant and the identification of the procedure concerned. It is open in the following cases: - when a malicious computer program is detected in the envelope transmitted electronically; - when the electronic envelope is received incompletely, out of time or could not be opened, provided that its transmission began before the closure of the submission of the envelopes.
