What the buyer is looking for

Implementation of the SME Barometer for 2027 (VN/20171/2026) Subject of the call for tenders The subject of the procurement is the implementation of twice a year of data collection and reporting by the SME Barometer on business cycle expectations. The SME Barometer describes the activities of small and medium-sized enterprises and their economic environment. The focus is on the business cycle expectations of SMEs and their development, growth and renewal. Internationalisation, investment and financing will also be addressed. The first round of the barometer will take place in December-January (publication mid-February) and the second in July-August (publication by mid-September) in 2027. The first survey would therefore start in December 2026 and the update of the questionnaire in November 2026. Examples of the questionnaire are attached. The maximum length of the questionnaire is 50…

… questions. However, for each round, the questionnaire is always confirmed separately. Some of the questions are variable. In addition, some topics are examined with both a narrow and a broad set of questions, so that some of the questions are included only in the spring or autumn barometer. The survey is conducted in Finnish and Swedish. The client is responsible for the translation of the form. Target population and sample The target population of the survey is SMEs (employing fewer than 250 people). The sample set is formed in such a way that its structure (regionality, division of industries and size of personnel) corresponds as closely as possible to the SME structure in Finland. The sampling frame used is the TOL 2008 classification of economic activities and Statistics Finland's Business Register or other broad-based business database. The supplier must have a comprehensive register suitable for the acquisition of contact information for companies, which can be supplemented with information from the membership register of the Federation of Finnish Enterprises if necessary. The supplier must monitor the respondent population and the representativeness of the results based on it during the data collections. The supplier must select a sample and receive answers from a sufficient number of companies so that the representativeness of the region, industry and personnel by size category is realised. In general, the SME Barometer has been based on data from around 4 500-6 000 responding companies. The survey will mainly take the form of an internet survey, which can be complemented by a mobile-based survey. A balanced sample is confirmed by further interviews by telephone if necessary. see Annex 1 for more details Description of the procurement,

Tactics

When this buyer has awarded in this sector, usually only one or two bids came in. A solid bid has a real chance here. (Based on 14 completed awards — not a statement about this procedure.)

Foreign bidders

In Finland · R&D services, 45 contracts went to foreign companies over the last 3 years (of 727 recorded awards) — mostly from Germany, Italy, Spain.

Measured from linked award data; foreign winners bidding through a local subsidiary count as domestic — the true share is higher.
