… preparation phase of the plan, the sub-areas form a coherent planning and zoning package, but due to the scheduling and specific issues related to the sub-areas, it is necessary to form separately approved zoning areas at the latest at the planning proposal stage. One (1) supplier will be selected and awarded the contract. Tenders shall be selected on the basis of the most economically advantageous tender. Price (60%) and quality (40%) are used as the benchmarks for the best value for money. The scoring of the tenders and the quality evaluation criteria are described in more detail in Annex 2 of the invitation to tender. The estimated start date of the contract period is January 2027. The actual contract period begins with the signature of the contract and lasts until the assignment has been successfully completed in its entirety and all the tasks covered by the contract have been performed. The aim is to bring the planning work before the Council by the end of 2029. The tenderer must offer the entire service package. Partial offers will not be accepted. The service to which the contract relates shall be provided to the extent and within the time limits specified in the tender documents.,
