Mäntyharju Municipality will put out to tender a multi-supplier framework contract for electrical installation, servicing, maintenance, repair, modification and fault repair of properties for the contract period from 1 January 2027 to 31 December 2027. The contract includes an option period of one (1) year from 1 January 2028 to 31 December 2028. The subscriber has the right to activate the option period by a separate decision. The subscriber does not commit to the exercise of the option period. The use of the option period shall be notified to the contract suppliers no later than three (3) months before the end of the actual contract period. The hourly rates offered are fixed for the duration of the actual contract period. … adjustment in writing no later than four (4) months before the end of the actual contract period. The decision to activate the option period as well as any price revisions is made by the subscriber. The procurement will be carried out through an open procedure in the form of a multi-supplier framework agreement. One to three tenderers satisfying the eligibility and suitability criteria will be selected on the basis of price. The ranking of suppliers shall be determined on the basis of the hourly rate offered, with the lowest bidder ranking first. In the event that two or more tenders obtain the same result of comparison, the ranking of the tenderers shall be determined by drawing lots. During the framework agreement, the customer primarily procures electricity services from the framework agreement suppliers. Individual assignments may be carried out either on the basis of a priority order or through lighter tendering between framework contract suppliers (mini-tendering). In mini-tendering, in addition to price, the expertise, experience, resources, implementation schedule, response time and other quality and evaluation factors relevant to the assignment may be taken into account. The Subscriber reserves the right to request separate offers for large, exceptional or specialized assignments. In such cases, the subscriber may request from the framework contract suppliers fixed price tenders or accrual-based unit price tenders. The framework agreement does not contain a tie-in obligation and the customer does not commit to specific procurement volumes during the contract period.
