Mäntyharju Municipality will put out to tender the supervision of HVAC works related to HVAC technical projects, maintenance, repair and modification of properties for the contract period of the multi-supplier framework agreement 1.1.2027-31.12.2027. The contract includes an option period of one (1) year from 1 January 2028 to 31 December 2028. The hourly rates offered are fixed for the duration of the actual contract period. In connection with the introduction of a possible option period, the subscriber may accept a justified price revision. The service provider must present any price adjustment in writing no later than four (4) months before the end of the actual contract period. … agreement. One to three tenderers satisfying the eligibility and suitability criteria will be selected on the basis of price. The ranking of suppliers shall be determined on the basis of the hourly rate offered, with the lowest bidder ranking first. If two or more tenders obtain the same result of comparison, the ranking of the tenderers shall be determined by drawing lots. During the framework agreement, the client procures HVAC monitoring services primarily from the framework agreement suppliers. Individual assignments may be carried out either on the basis of a priority order or through lighter tendering between framework contract suppliers (mini-tendering). In mini-tendering, in addition to price, the expertise, experience, resources, implementation schedule, availability and other quality and evaluation factors relevant to the assignment may be taken into account. The Subscriber reserves the right to request separate offers for large, exceptional or specialized assignments. In such cases, the subscriber may request separate fixed-price offers or task-specific hourly rate offers from the framework contract suppliers. The framework agreement does not contain a tie-in obligation and the customer does not commit to specific procurement volumes during the contract period.
