The subject of the contract is the works described in this invitation to tender, installed on the site in accordance with the attached works documents. The procurement will take the form of a total price contract based on unit prices and will be carried out by a single contractor. The quantities set out in the tender documents are estimates and the contract does not constitute an obligation on the part of the subscriber to purchase goods. The final actual workloads may be either lower or higher than those indicated in the call for tenders stage, and changes in the volumes do not affect unit prices (exception YSE 1998, section 45). The contractor shall not have the exclusive right to produce the works which are the subject of the contract. The contract for the execution of the works shall be concluded in accordance with the model works contract provided in Annex 1. Partial or alternative offers are not permitted. Tenderers must submit their tenders for the tender as a whole. Tenderers may submit more than one tender. The contract area is described in more detail in the section of the contract programme; 3.1.2 Contract boundaries. The contract period is 12.4 - 30.11.2027. The milestones of the works are described in more detail in the section of the works programme; 6.1.3 Milestones of the contract. Tenderers must include in the total unit price-based amount of works all the costs of purchasing, processing and installing all the necessary materials, as well as all the costs of labour and equipment related to the installation work, in order to achieve the agreed work result. The tenderer should note that in the same tender it is not allowed to offer alternative stone materials for each stone work. However, tenderers may submit more than one tender, for example with alternative materials. The estimated quantities of stones, their sizes, surface treatments and installation methods can be found in the work report and design drawings attached to this invitation to tender, as well as in the criteria for the subject of this invitation to tender section. Changes in the price of the material during the contract period do not affect the contract price. Tenders must be submitted within the deadline for the tender package. Stara's contracting entity checks the suitability of the tenderers and approves the material offered to the representatives of the Urban Environment Division before making a procurement decision. Tenderers must provide model stones for all the stone materials they offer no later than the date of submission of the tender (19.11.2026). Model stones must be delivered to Stara's base (Talttakuja 1). The surface treatment of the moulded stones shall correspond to the surface treatment specified in the tender documents. The model stones must include the product name, the object and the name of the bidder. The contract shall be awarded to the tenderer offering the lowest tender price among the suitable tenderers. DIRECTIVE OF THE WORK The work must proceed according to the implementation schedule agreed between the client and the contract supplier and be fully completed by 30 November 2027.
