… the following sub-packages: Mandate 1: Planning a new route connection - The task is to plan a new outdoor and hiking route that connects the Ilves route to Häme with the route of the Seven Brothers in Riihimäki and Hyvinkää. Route planning should primarily take advantage of existing trails, outdoor routes, forest roads and other suitable transport connections. The planning also includes an initial mapping of route options together with the landowners, so that the planned route has received, where possible, an initial positive attitude from the landowners. The actual landowner agreements are not included in the mandate. Mandate 2: Preparation of the right-of-use agreements for the outdoor route - The task is to prepare the update of the existing right-of-use and land use agreements for the Häme Lynx route in the Riihimäki and Lope area and to examine and prepare the agreements required for the new planned route in the area between Riihimäki and Hyvinkää in cooperation with the landowners. The subject of the contract and the results to be delivered are described in more detail in Annex 2 to the invitation to tender. The tentative contract period is 01.01.2027-31.12.2027. The procurement procedure is an open procedure and on the basis of competitive tendering, one (1) service provider is selected for both areas. The same provider can be selected as a service provider in both areas. Tenderers may submit tenders for one or both lots. The areas are assessed and compared independently of each other. The best price-quality ratio shall be used as the criterion for determining the most economically advantageous tender. All procurement requirements are set out in the invitation to tender and its annexes. Procurement is below the national thresholds set out in the Procurement Act (1397/2016), i.e. it is a small-scale procurement, for which the procurement guidelines of the City of Riihimäki are applied in the tendering process. The Procurement Act does not apply to procurement. The offer is binding and must be drafted in Finnish. The contracting entity does not commit to certain procurement volumes, and the contract does not constitute an exclusive right for the Service Provider to carry out the procurement. The content of the tender must comply with the invitation to tender and its annexes and the subject of the contract must comply with the quality levels and requirements specified in this invitation to tender. Tenders may not be accompanied by the tenderer's own terms and conditions.
