The review shall cover both new construction and renovation projects in the following project phases: - the needs and project study phase - the design phases - the implementation phase - the maintenance phase The software shall enable the assessment of the space dimensioning, costs and carbon footprint in the different phases of the construction project. It shall also allow for a comparison of the impacts of different solutions and options on total costs, carbon footprint and in-use costs. In repair projects, the software must support the determination of the repair rate and the assessment of repair costs and climate impacts. REPORTING REQUIREMENTS It must be possible to produce at least the following reports from the system: - Cost estimate for a construction project to be used by the City of Pori and/or the final report of the project study working group to support decision-making (public report) - A more detailed cost simulation report that can address, for example, the cost per building element (internal report) - The system provides an estimate of the life cycle carbon footprint in accordance with the assessment method of the Climate Statement Regulation for the project's target setting and planning guidance. The Supplier shall maintain the statutory reports, calculation methods and data contents required by the invitation to tender in accordance with the regulations in force during the contract period. The requirement applies to changes directly related to the purpose of the procurement. The cost simulation shall be based on an up-to-date cost level per Finland and building location. Emission calculations (carbon footprint and carbon handprint) must be based on an impartial and transparent national emissions database (SYKE CO2data). The total price offered must include a software service, an unlimited number of internal users and projects in the City of Pori's construction projects, technical user support, necessary support services related to the use of the software and the functionalities required by the invitation to tender, maintenance and regular software updates, as well as all costs incurred in providing the service. Separate user, project, license, transaction, delivery, invoicing or office costs will not be accepted. The contract period is one (1) year. The subscriber has the right to extend the contract for two (2) separate option periods of one (1) year (1+1+1 years). The Subscriber decides on the use of each option period separately. The supplier shall be notified in writing of the exercise of the option no later than six (6) months before the end of the contract or option period in force at any given time. Training and expert services related to the use of the software are not included in the total price to be compared, but separate prices are requested (see section Additional purchases).
