The City of Riihimäki (hereinafter referred to as the "Procurement Unit" or the "Subscriber") hereby invites tenders for the refurbishment and restoration of the furniture of the Council premises of Riihimäki Old Town Hall in accordance with this invitation to tender and its annexes. The subject of the procurement is described in more detail in Annex Description of the Assignment (Annex 1). Competitive tendering is carried out through an open procedure. For the purposes of this contract, the criterion for determining the most economically advantageous tender shall be the lowest price. Minimum quality standards allow comparison only on price. On the basis of competitive tendering, one (1) supplier fulfilling the minimum requirements offering the lowest total price will be selected as the contract supplier. … shall award the contract to the successful tenderer by drawing lots. Drawing is a method accepted by the case-law. The starting target for the contract period is 01.12.2026. However, the contract period begins at the earliest when the procurement decision has become final and both have signed the contract. The estimated execution period of the mandate is 01.12.2026-04.06.2027. However, all furniture subject to the purchase must be successfully restored, refurbished and handed over to the Customer no later than 04.06.2027. All procurement requirements are set out in the invitation to tender and its annexes. The contracting entity does not commit to specific procurement volumes, and the contract does not constitute an exclusive right for the Supplier to carry out the procurement. The content of the tender must comply with the invitation to tender and its annexes and the subject of the contract must comply with the quality levels and requirements specified in this invitation to tender. Tenders may not be accompanied by the tenderer's own terms and conditions. The standard terms and conditions, reservations or other terms and conditions notified by the tenderer in breach of the invitation to tender and its annexes shall be null and void. The offer is binding and must be drafted in Finnish.
