… (1) Contractor for each procurement period. The preliminary items and their more detailed content, as well as the requirements set for the procurement, will be announced in connection with the lighter tendering process. The City of Espoo does not commit to certain procurement volumes during the contract period. The contracting entity has prepared the procurement by assessing the alternatives available on the market and the competitive conditions, as well as the ways in which the procurement is carried out. The market survey consisted of a written consultation of the operators in the sector, the use of expert views, an assessment of the division of the procurement into lots and various implementation models. The market survey has been carried out in such a way that no single supplier has been popular and the survey has been conducted fairly and transparently. The key findings of the mapping have been utilised in defining the subject of the procurement, in the structure of the procurement, in setting the suitability requirements, and in defining the comparison criteria of the tenders. The contracting entity considers that the preparation of the procurement fulfils the requirements of section 65 of the Procurement Act and supports the implementation of the competition. The contracting entity has assessed the division of the procurement into lots. The procurement is not subdivided into lots because the works have a need for overall responsibility. The contracting entity considers that the non-division is justified taking into account the nature, method and appropriate implementation of the procurement.,
