The City of Espoo has started preparations for the procurement of the municipal inclusion application and invites suppliers to a market dialogue. The municipal inclusion application manages the prevalence of invasive alien species and guides tasks related to them. The main purposes of the service are to target the control of invasive alien species at the desired targets and to activate local residents, associations and other communities to participate in the control work. The service shall enable the coordination of prevention work through task management and support the planning and monitoring of the implementation of prevention measures. The service must also provide comprehensive reporting features for assessing the impact of prevention work. Reporting should enable, for example, the monitoring and analysis of the area rejected and the species-specific data. The purpose of the market dialogue is to map the market situation regarding the procurement of the municipal participation application. The City of Espoo wants to hear from potential suppliers about the implementation of the tendering process and the preparation of the invitation to tender. Market dialogue will take place on an initial basis in three phases: 1. Submission of background material and preliminary questions according to the preliminary plan during week 42. The deadline for replies is 23/10/2026. If necessary, the answers to the pre-questions will be used to narrow down the number of participants to be invited to the Teams discussions. 2. Discussions through Teams preliminarily during week 44: The contracting entity reserves the right to invite up to five suppliers to the first phase of the dialogue on the basis of responses to requests for information. The aim of this first phase is to get to know the products on the market. 3. Participants in the market dialogue may be sent tender documents for comments: A possible third phase of the market dialogue will take place electronically. Written material will be sent to all market dialogue entrants for consultation in an estimated 47 days. The third-stage dialogue shall be conducted on the content of the initial invitation to tender, the specification of the requirements and the terms of the contract. The contracting entity reserves the right to make further calls as the market prospection progresses. The aim of the contracting entity is to publish a call for tenders in the winter of 2026-2027 and to start a commissioning project during the spring of 2027.
