The ZTV E-StB, paragraph 13.2 contains information on methods in which mechanical soil improvement is carried out by shaking or impacting suitable coarse-grained building materials. These are not sufficiently described and can hardly be implemented in terms of tendering. Therefore, priority is often given to a binder treatment according to ZTV E-StB, paragraph 12 with lime and/or cement. Especially with regard to the CO2 balance, the use of these binders must be evaluated critically. The research project will investigate different primary and secondary building materials. The aim of this research is to develop solutions, criteria and requirements to sustainably improve low-strength or poorly compactable soils without a classic addition of binders. For this purpose, he must submit a self-declaration in accordance with §§ 123, 124 GWB (No. 4b, list of procurement and contract documents). From a contract value of €30 thousand, the contracting authority is obliged to provide the Federal Cartel Office with an ex officio extract in accordance with the BMVI Decree of 28 April 2021, ref.: Obtain Z 23/289.36 from the competition register and evaluate it accordingly. This request is made to all tenderers of the consortium who are eligible for a contract award decision. Universities and non-university research institutions are also required to provide the ‘Guarantee Declaration on the Prevention of Unlawful Aid and Cross-Subsidies’ (see No 5, list of award procedures).
