DPS is established for the supply of various types of medical devices and consumables for the needs of "MHAT - Blagoevgrad" AD. The originally planned "Technical Specification" may be partially changed in the course of the dynamic system by adding new medical devices and/or consumables and/or changing their quantities. … The dynamic purchasing system shall be open throughout its duration to any candidate who fulfils the selection criteria. Access to and participation in it shall be free and free of charge for all interested parties. The term of contracts concluded on the basis of restricted orders within the DPS is for a period of 12 /twelve/ months. The Dynamic Purchasing System (DPS) is carried out in stages. According to Article 101 of the Public Procurement Act, depending on the stage of the procedure, candidates submit applications for participation and qualified (allowed) candidates submit tenders. The DPS is managed as a fully electronic process and is open throughout the lifetime of the purchasing system to any economic operator (executing authority/AE) that meets the selection criteria. These selection criteria are also exclusion criteria. The Contracting Authority shall provide full, unrestricted and direct access to the documentation under this procedure through the Centralized Electronic Platform, referred to as the "Platform". Applications and tenders must be prepared and submitted in accordance with the requirements of Article 101 of the PPA and Article 47 of the PPZOP, within the time limit specified in the notice

Минимални изисквания за икономическо и финансово състояние През последните 3 (три) приключили финансови години, в зависимост от датата, на която участникът е създаден или е започнал дейността си, да е реализирал общ оборот минимум в размер, равен на стойността на обособена позиция с най-висока пределна цена на договора, сред заявените за участие обособени позиции. Забележка! „Годишен общ оборот“ е сумата от нетните приходи от продажби по смисъла на Закона за счетоводството (§2, т. 66 от ДР на ЗОП). Когато по основателна причина участник не е в състояние да представи поисканите от Възложителя документи, той може да докаже своето икономическо и финансово състояние с помощта на всеки друг документ, който Възложителят приеме за подходящ. При участие на подизпълнители, същите следва да отговарят на горепосоченото изискване съобразно вида и дела от поръчката, който ще изпълняват. При участие на обединение, което не е юридическо лице, съответствието с критерия за подбор се доказва от обединението участник, а не от всяко от лицата, включени в него. При подаването на офертата си, Участникът декларира съответствие с конкретно поставеното минимално изискване за икономическо и финансово състояние, само като попълва изискуемата информация в Част IV „Критерии за подбор“, Раздел Б „Икономическо и финансово състояние, предоставяйки данни и информация относно: реализирания от него общ оборот. Данните за оборота трябва да обхващат последните три приключили финансови години, в зависимост от датата, на която Участникът е създаден или е започнал дейността си. За Участник – чуждестранно лице, оборотът се изчислява по официалния курс на БНБ за съответната валута в лева, към крайната дата за съответния отчетен период. Преди сключване на договор, избраният за изпълнител следва да представи документите по чл. 62, ал. 1, т. 3 и т. 4 от ЗОП, чрез които се доказва достоверността на декларираната в ЕЕДОП информация, а именно: (1) Копия на годишните финансови отчети за последните 3 (три) приключили финансови години, или техни съставни части, когато публикуването им се изисква от законодателството на държавата, в която Участникът е установен – в хипотеза, че същите не са публикувани в ТРРЮЛНЦ и не са публично достъпни, както и/или (2) Справка за реализирания от него общ оборот.
