In the case of a group of candidates, all participants must meet the exclusion criteria separately. However, the submission of a joint request to participate is sufficient. Pursuant to § 51 VgV, the number of applicants for the second phase is limited. For this purpose, a ranking shall be established on the basis of the objective and non-discriminatory selection criteria of the request to participate in the form of points achieved. After examination of the submitted documents, the maximum of five candidates with the highest scores will be invited to the tender phase. In the case of applications with equal points, lot b) Initial tender phase decides in accordance with § 75(6) VgV: The maximum of five suitable candidates will receive relevant documents for the preparation of each initial tender. c) Bidder interview At the bidder interview, the candidates will present their office and the persons involved in the procedure (office owners, project managers) in person and provide information on their working methods. References will be presented during the bidding interview. The contract will be awarded to the tender with the highest overall score, taking into account the award criteria. For award criteria 1, 2, 3 and 4, a minimum of 175 points must be obtained in order for the contracting authority to award the contract. The client reserves the right to award the contract to the initial offer in accordance with § 17 (11) VgV. The language in which the conversations are conducted and in which the order must be executed is German. 2. The tenderer who obtains the highest score after evaluation of the award criteria will be commissioned with the consultancy services. The detailed performance picture can be found in the attached contract. The commissioning takes place depending on the project approval by the municipal council of the state capital Stuttgart. The contractor is obliged to take over all services in full and to perform the services immediately when the customer places the order. The contract or the general contractual provisions of the state capital Stuttgart (AVBS) regulate further details.
