What the buyer is looking for
The project "Nexus Energy Water Programme for Zambia" (NEWZA) aims to strengthen the link between the energy and water sectors. The project is co-financed by the European Union (EU) and the Federal Ministry for Economic Cooperation and Development (BMZ) of the Federal Republic of Germany via KfW. The NEWZA programme also includes ongoing projects co-financed by the German Federal Government, namely: • Urban water supply and sanitation programme in the Eastern Province, Phase IV (BMZ No: 2016 67 328/2018 67 514/2018 70 104) and • Management of water resources and sanitation for medium-sized cities (BMZ No: 2020 67 494, 2022 70 023). NEWZA's goal is to improve access to green energy and water supply for all by increasing the performance of five Zambian water supply companies: Southern (Lot 1), Chambeshi (Lot 2), Lukanga (Lot 3), Nkana (Lot 4) and Eastern (Lot 5). The works will be…

… awarded on the basis of the FIDIC contract for installations and design-build contracts, 1st edition 1999 (Yellow Book). The scope of work for all commercial utilities is set out below. This list is for illustrative purposes only and should not be construed as a complete list. The scope of work includes: ► Component 1 Solar PV • Project management, planning, installation and commissioning of the solar systems are the responsibility of the contractor • The plot of land for the PV installations shall be provided either within the production/extraction/preparation facilities and/or other sites of the CU. If the area is not sufficient, the land is secured by the CU by purchase or lease • Installation of online monitoring platforms for PV installations, including real-time data collection, transmission (GPRS/GSM or other), secure cloud data storage and online portal interface (security protected) with display of infrastructure state/performance data at site level • Operation and maintenance for up to 2 years after the planning and construction phase Sub-component 1a – Grid-connected solar PV systems • Design and supply of grid-connected solar power plants for the existing water extraction/water abstraction/water treatment plants and/or other sites of the CU. The size of the PV systems is limited by the capacity of the existing low/medium voltage and transformer systems. • This includes the installation of solar PV modules, junction boxes, cabling, filters (if required), inverters, busbar extensions and low-voltage compartments (if required). • Perform location measurements of electricity data to compare electricity consumption before and after work. For sites where pumps are refurbished, assess the proportion of annual consumption after pump refurbishment. Sub-component 1b – Hybrid solar PV systems • Design and supply of hybrid solar PV systems for the existing water extraction/water abstraction/water treatment plants and/or other CU sites. The size of the system depends on the pump input power (P1) and the number of working pumps. • In locations where hybrid technology is used, the pumps and associated power supply systems are also replaced. • This includes the installation of solar PV modules, junction boxes, filters (as needed), hybrid inverters, low-voltage equipment for solar PV and pumps, and frequency inverters for pumps. The scope of the component includes the interface or limit at the connection point for the cables from the low voltage equipment to the pumps. • Online monitoring platforms for sites where the hybrid system is integrated into a single pump and solar PV system. ► Component 2 – Pump systems • Renovation of the

Tactics
When contracts were awarded in this country and sector, there was usually a single bid in the end. A solid bid has a real chance here. (Based on 6,656 completed awards — not a statement about this procedure.)
This procedure allows 45 days between publication and deadline — typical in this country is 32 (median of 20,496 procedures). Much more generous than usual — time for a thorough bid rather than a quick one.
The deadline falls on a Monday — your last full working day is the Friday before. Have evidence and guarantees together by Thursday.
Foreign bidders
In Germany · Industrial machinery, 230 contracts went to foreign companies over the last 3 years (of 6,872 recorded awards) — mostly from Switzerland, Italy, France.
