Danach dürfen keine öffentlichen Aufträge an Personen oder Unternehmen vergeben werden, die einen Bezug zu Russland aufweisen. Unter Verwendung der Anlage "Eigenerklärung Russlandsanktionen" hat der Bieter daher zu erklären, dass weder er noch ein am Auftrag beteiligtes Unternehmen einen Bezug zu Russland im Sinne der o.g. Vorschrift aufweist.
