What the buyer is looking for
The Justice and Enforcement Agency (hereinafter: AJH) is looking for a contractor for the following assignment: Providing tailor-made forensic treatment, both individually and in group, for sex offenders staying at a specific unit in the Auxiliary Prison of Dendermonde. The treatment offer is aimed at promoting reintegration and reducing recidivism of sex offenders in society. The contract is open to mental health centres recognised and subsidised by the Flemish community, as well as to psychiatric hospitals recognised by the Flemish community, which have been designated by the Flemish Minister responsible for care as a specialised facility for the supervision and treatment of sex offenders. … assistance arises. In addition, the contractor focuses on the flow to care and treatment offers outside the prison. For this, the contractor works together with partners of the assistance and services and forensic care both intra and extra muros. During the duration of the public contract, the contractor ensures the follow-up, coordination and execution of the assigned assignments in a reliable and qualitative manner. The subject-matter of the contract includes the following services: - developing and offering tailor-made forensic treatment for the target group of male adult perpetrators of sexual offences at a specific unit in prison; - the general framework and organization of the therapeutic context at the specific unit in prison; - providing training and support for the regular support and service staff working in prison; - providing intervision for regular emergency and service personnel and prison staff working in the prison unit. - facilitate the flow to care and treatment offer extra muros and set up cooperation with relevant actors from forensic care and regular assistance and services; - data collection regarding the profile of the sex offenders residing on the unit and their treatment needs; - provide interim reporting to the contracting authority and participate in structural consultations; - continuation, updating and further development of the operational roadmap. Specifically, the unit is a separate department where intensive treatment with the target group is worked in a therapeutic setting, with trained staff, a tailor-made offer, peer-to-peer operation and focus on care continuity. In this way, time in detention is used to the maximum to get sex offenders, who often slip through the loopholes in free society, in sight and to get to work with them to avoid recidivism and prevent new victims. This contract is subject to a maximum budget of 275,000 euros including VAT per year or 825,000 euros including VAT for the initial term of three years. If the two possible extensions of one year each are applied, the maximum budget is 1,375,000 euros including VAT. A tender exceeding the maximum amount shall be considered to be substantially irregular, subject to possible regularisation. This contract is a service contract within the meaning of Article 2, 21° of the Public Procurement Act of 17 June 2016. The contract covers social and other specific services listed in Annex III, within the meaning of Article 88 of the Public Procurement Act. The services relate to the CPV code: - 85312300-2 (assistance and counselling services in the social sector). A more detailed description of the contract is given in Chapter 3 TECHNICAL CONDITIONS.
