What the buyer is looking for
The Flemish Government, in particular the Flemish Energy and Climate Agency (VEKA), wishes, through this assignment, to have an investigation carried out into the operation, thresholds, opportunities and risks of power purchase agreements (Power Purchase Agreements, hereinafter: ‘PPAs’) in Flanders and Belgium. The study should support policy makers with an evidence-based and policy-oriented understanding of the current PPA market, the barriers limiting the use of PPAs and the possible levers (legal, administrative and financial) to strengthen market functioning. The contract shall include at least: • an analysis of the PPA market (qualitative and quantitative) and the market potential in the short and medium term (including scenarios), focusing on volumes, maturities, actors involved and market interest; • an analysis of the relevant regulatory and policy framework (Flemish and federal)…

… and the identification of explicit and implicit thresholds, with an indication of the division of competences; • a threshold analysis (economic, legal, administrative and technical) and the formulation of solutions, tools and policy options to facilitate PPAs and mitigate risks; • The contractor provides the results and recommendations in the form of interim deliverables and a final report, as further specified in Chapter 3 (Technical regulations) and the planning (Chapter 3.5). The final result shall include at least: (i) a clear synthesis of market functioning and market potential, (ii) a prioritised inventory of thresholds and risks, (iii) concretely elaborated and legally/policy-motivated solutions and policy recommendations, and (iv) a concise management summary that can be used for decision-making.
