Art der Leistung Das Landesamt für Zentrale Polizeiliche Dienste Nordrhein-Westfalen beabsichtigt, im Zuge der vorliegenden öffentlichen Ausschreibung, mit einem Wirtschaftsteilnehmer eine Rahmenvereinbarung über die Lieferung von Strickmützen blau für die Polizei des Landes Nordrhein-Westfalen abzuschließen. Umfang der Leistung Im Hinblick auf die Rahmenvereinbarung werden keine Mindestabnahmemengen vereinbart. Nach Rechtsprechung des EuGH vom 17.06.2021 _ RS C - 23/20 - ist der Auftraggeber zur Sicherung der Transparenz und Diskriminierungsfreiheit im Wettbewerb dazu verpflichtet, eine Höchstmenge anzugeben. Eine Abrufverpflichtung kann daraus nicht abgeleitet werden. Der Auftraggeber schätzt, dass über die gesamte Vertragslaufzeit ein Bedarf von 13.600 Strickmützen blau besteht. Die Höchstmenge der anliegenden Rahmenvereinbarung wird mit 17.600 Strickmützen blau beziffert.
