What the buyer is looking for
The Assignment includes the hiring of Arrestant Caregivers. This so-called SAS without EMVI procedure is a procurement method in which the Police does not make a selection, but allows all providers that meet the eligibility requirements to move to the next phase. After this admission phase, the Tender phase starts in which admitted candidates can ask questions about the programme of requirements and the Agreement in several rounds. After answering these questions, the Candidates who can and want to comply with the established final Procurement Documents can register for an Agreement with the Police. After the Registration phase, the Police will start mini-competitions at unit level. The contracted Contractors are free to choose between whether or not to register for a mini-competition and with what price.
