The reason for this tender is the planned construction of a new underground parking garage on the Morspoort site (project M lots) in the municipality of Leiden. This garage must replace the current parking capacity and meet both the parking demand of the area itself and that of the surroundings and visitors to the city center. Two other projects are also underway, namely the tendering of new parking systems in the existing five car parks and the self-management of the charging points in the municipal car parks. Within the Mobility department there is insufficient specific expertise to supervise the complex and long-term projects mentioned, which makes external specialist support necessary.
