The Croatian Science Foundation (HRZZ) as the Client is the central national organization for funding scientific, higher education and technological programs and projects in Croatia. The procedure for applying for HRZZ competitions, evaluating and selecting project proposals and monitoring the implementation of contracted projects takes place through the Electronic Project Application and Monitoring System (hereinafter: EPP system). The existing EPP system was created in 2011 and has been upgraded several times over the years. The total server space it currently occupies is ~720 GB. The total number of active registered users in the system is 21,875, while on an annual basis around 7,000 users work with the system in various roles and about 30 employees of HRZZ. However, further to the above, it is necessary to build a new modular system that the Client can independently adapt to the type of tender, the type of evaluation procedure and the users involved. The system must enable the Client to select from predefined elements the elements that will be used in a particular tender period (e.g. criteria for checking the eligibility of applicants, cards or forms that the user fills in, mandatory fields, documentation for uploading, etc.). Further to the above, a detailed description of the subject matter of the procurement is contained in the Technical Specification document, which constitutes Appendix I to this Procurement Document.
