Within the framework of a framework construction contract Budapest Capital XIII. Carrying out maintenance, refurbishment, extension, fault and hazard prevention and energy modernisation works of apartments and non-residential premises owned by the district municipality in a net envelope of HUF 275 000 000 / 12 months. In the event of an extension of the framework contract, the envelope for the baseline period shall also be increased in proportion to the duration of the extension. The Contracting Authority undertakes to call on 70% of the envelope under the baseline period and the extended period, and the Contracting Authority is entitled to unilaterally enforce a quantitative deviation of -30% and +10% from the envelope during the duration of the contract. … to: master builder and related work (structural construction, masonry, dry construction, carpentry, cladding, locksmith, painting-glazing, etc.); building engineering, heating installation and ancillary works (gas design, MEO and chimney sweep expert opinion, etc.); replacement and ancillary work on doors and windows; electrical installation and its ancillary works, as well as contact protection measurement, - on a case-by-case basis - possible reworking and permitting of the plans prepared for certain investment works, and participation in obtaining the permit for the use of the completed works. Data relevant to the expected level of performance (quantities of the previous period): - Year 2024: 6 apartments with a total of 376 m2; - Year 2025: 6 apartments with a total of 366 m2; - Year 2026: 13 apartments, a total of 697 m2. The contracting authority also plans the quantities of the previous period for the present public procurement procedure, i.e. with an average of 8 apartments per year and a total of 479 m2. The current list of properties outside the 13th district can be found in the technical specifications that are part of the procurement documents. The list of properties included in the performance is indicative. Orders from the framework contract shall take the form of specific agreements for which the Contracting Authority shall provide a reserve of 10 % as specified in the framework contract. During the ordering process, the contractor must compile a priced budget for the specific task with the material prices of the offered overhead hourly rates and the TERC budgeting program in force at the time of the ordering; in this context, the TERC standard times shall not be changed. The customer may exercise the right of material selection if he does not accept the material price or material quality indicated in the priced budget of the order, or if special material is required during the selection that is not included in the database of the TERC program; the right to designate materials includes the indication of the specific product and the determination of its maximum value that can be accounted for on the basis of its realistic market price. If the customer exercises his right of material assignment, the contractor is entitled to charge a ‘material handling cost’ of up to 5 % of the consideration for the material selected by the customer, which includes the costs of acquisition, loading and transport. In its individual order, the contracting authority is also entitled to order the construction task together with planning, which the contracting authority also indicated among the CPV codes (71200000-0). The detailed terms of the order are set out in the draft framework contract, which forms part of the procurement documents. Technical specifications forming part of procurement documents shall not refer to goods of a particular make or origin or to a particular process characterising the products or services provided by a particular economic operator, or to trade marks, patents, activities, persons, types or a particular origin or manufacturing process, if this would result in favouring or eliminating certain economic operators or products. If the contracting authority extends the duration of the framework contract by a further 12 months, the envelope for the baseline period shall also be increased in proportion to the duration of the extension.
