Pursuant to Article 21(6) of the Public Procurement Act, regardless of the amount of the residual value of the contract, it shall be awarded in accordance with the procedure applicable to the total estimated value of the entire contract. Кандидатите/Участниците трябва за последните три приключили финансови години да са реализирали минимален общ оборот, съгласно чл. 61, ал. 1, т. 1 от ЗОП и по смисъла на § 2, т. 66 от ДР на ЗОП. Съгласно § 2, т. 66 от ДР на ЗОП „годишен общ оборот“ е сумата от нетните приходи от продажби по смисъла на Закона за счетоводството. Оборотът се изчислява общо за последните три приключени финансови години. Оборотът може да се изчислява и за по-кратък период в зависимост от датата, на която участникът е създаден или е започнал дейността си. Минимални изисквания: Кандидатите/Участниците трябва за последните три приключили финансови години да са реализирали минимален общ оборот по смисъла на § 2, т. 66 от ДР на ЗОП в размер на не по-малко от 5 920 000,00 евро без ДДС. Информация за съответствие с критерия за подбор се посочва в Заявлението на кандидата (образец № 13 от документацията). За участник, който е чуждестранно лице, оборотът се изчислява по официалния курс на БНБ за съответната валута към датата на подаване на офертата. Кандидатите/участниците трябва да са специализирана печатница, съгласно чл. 3, ал. 1 от Наредбата за условията и реда за отпечатване и контрол на ценни книжа (обн. в ДВ, бр.101 от 1994г.), чиято дейност по отпечатването на ценни книжа е организирана в съответствие с изискванията на наредбата. За доказване на съответствието с това изискване кандидатите/участницете представят в заявлението си за участие документ, издаден от Министерството на финансите, че е специализирана печатница, съгласно чл. 3, ал. 1 от Наредбата за условията и реда за отпечатване и контрол на ценни книжа (обн. в ДВ, бр.101 от 1994 г.), чиято дейност по отпечатването на ценни книжа е организирана в съответствие с изискванията на наредбата. 2. Кандидатите/участниците трябва да притежават валидно удостоверение за сигурност, издадено по реда на ЗЗКИ, до ниво на класификация до ниво "Поверително". Доказателството за изпълнение на критерия за подбор (удостоверение за сигурност) се представя от кандидата/участника в заявлението за участие. 3. Кандидатите/участниците трябва да притежават сертификат за разкрита регистратура за КИ; 4. Кандидатите/участниците трябва да притежават разрешение за достъп до класифицирана информация до ниво „Поверително“ на лицата, които ще изпълняват дейности по договора, и които са включени в списък на длъжностите в организационната единица, за които се изисква достъп до съответното ниво на класифицирана информация, представляваща държавна тайна по чл. 37, ал. 1 от ЗЗКИ. 5. Кандидатите/участниците трябва да представят декларация за наличие на сертификат за сигурност на КИС за създаване, обработване, съхраняване и пренасяне на класифицирана информация до ниво на класификация "Поверително". Изисканите документите от т. 1 до т. 5 се представят от кандидатите като приложения към Заявлението - образе № 13 от документацията.
