Providing consultations and performing on-site service activities at the request of the NSI, up to 25 man-hours for the installed IBM SPSS licenses in the NSI, such as: • the response period to the request is up to four hours after receipt and at the single entry point for service; • the consultations are carried out by certified qualified specialists in Bulgarian. 1. Performance guarantee: Prior to the conclusion of the contract, the successful tenderer shall provide a performance guarantee of 10% (ten per cent) of the contract value excluding VAT. 2. The guarantee shall be provided in one of the following forms: - amount of money; - bank guarantee; - insurance that secures the performance by covering the contractor’s liability. The guarantee may be provided on behalf of the Contractor at the expense of a third-party guarantor. The participant designated as contractor shall choose the form of the guarantee itself. The bank charges for the opening of guarantees under the contracts shall be borne by the appointed contractor. The Contractor must provide for and pay the necessary fees for the opening and servicing of the guarantees in such a way that the amount of the guarantee is not less than that specified in this tender documentation. 3. Where the selected contractor is a grouping that is not a legal entity, each of its partners may be an orderer of the bank guarantee, respectively an importer of the amount under the guarantee or an insurance holder. 4. The terms and conditions for forfeiture or release of the performance guarantee shall be laid down in the public procurement contract and the contracting authority shall not be liable for interest for the period during which the funds have been lawfully held by it. 5.
