What the buyer is looking for
The Employment Region of Northern Central Finland invites tenders for labour market training in accordance with Chapter 7 of the Act on the Organisation of Employment Services (380/2023) of this call for tenders and its annexes and the contract notice published in the HILMA advertising channel, which should start approximately towards the end of 2026. The invitation to tender and its annexes shall be binding on the tenderer in all respects. The procurement will take the form of a framework agreement. A maximum of one service provider per sub-area will be selected for the framework agreement. Choosing to enter into a framework agreement entitles the service provider to receive training orders made by the client during the contract period, but does not entitle the service provider to a predetermined amount of training or the value of the purchase. These main themes are: - Mechanical and Production Engineering - Process Industry The total amount of procurement is 2,500 student working days (otp) during the contract period. The training is paid according to the actual student working days. The acquisition also includes a performance bonus. The estimated contract period for the procurement is 1.12.2026 - 31.12.2027. The acquisition is subject to an option for two (2) one (1) year contract periods within three (3) years of the original contract being drawn up. The decision to activate the option is made by the subscriber. The service provider shall be notified of the adoption of the option no later than three months before the start of the option period. If necessary, an additional purchase of up to 50% of the value of the original purchase may be agreed upon. The top-up can be used for overshootings of student working days in each contract period or for follow-ups of training courses started in the contract period (so-called tails). The service description attached to the invitation to tender contains more detailed information on the content of the service. The quantities quoted in the invitation to tender are estimates and do not constitute an obligation on the part of the contracting entity to purchase goods. The transfer, cancellation or non-acquisition of the service shall not give rise to any liability for compensation on the part of the contracting entity.
