What the buyer is looking for

Call for tenders for the acquisition of mobile containment equipment Description (English): The Danish Emergency Management Agency (“BRS”), together with the country’s 30 municipal emergency services (“the Municipal Emergency Services”), wishes to conclude a framework agreement on the acquisition of mobile dam equipment in the form of free-standing flood barriers. The acquisition primarily aims to support BRS' and the Municipal Tools' acute handling of climate events, including by warning of elevated water levels from the hinterland as well as seawater, as well as by action in connection with major fires. The mobile dam equipment must be used both independently in connection with the handling of e.g. climate events, and it must be included as a supplement to the existing dam equipment of the BRS and the Municipal Tools. The equipment must be able to be used in several different response…

… scenarios. Firstly, it must be possible to establish it quickly and flexibly over varying stretches in the event of extraordinary sea level rises, including in the case of emergency operations in the hinterland, e.g. at lakes and streams, as well as at coasts and ports. Secondly, it must be usable for the protection of individual objects, such as critical infrastructure. Thirdly, it must be able to be used as a water reservoir in connection with large fire inserts, where water is placed in the reservoir, from which one or more pumps distribute the water to the insertion area. The mobile dam equipment shall have a primary height equal to the height of the existing and most commonly used dam equipment of BRS. In addition, as the risk assessments and needs of the local emergency services vary, it is desirable to offer containment equipment at other heights, which allows adaptation to areas in need of lower or higher containment. It is essential that the equipment allows fast, easy and efficient transport, establishment and dismantling, including that the handling can be done with a minimum of resources and in a safe manner in terms of health and safety. It is assumed that the equipment can be used several times. The material will be stored in storage and transported to the operational areas via truck. During deployment, equipment must be capable of being handled by hand, including unloading, setting up, dismantling and loading, by a minimal number of personnel. The framework agreement has a duration of 4 years from signature.
