In order to fulfil its tasks as a central service provider for the direct Lower Saxony state administration and other public bodies, it will make use of services under this framework agreement. … offices are all police departments, including the Lower Saxon islands in Lower Saxony, as well as all police departments in the Free State of Thuringia. With each call-up, the LZN informs the contractor of the delivery address as well as the contact details required for shipping and delivery, which are assigned to one of the bodies entitled to reference from the list. By mutual agreement, the list of eligible bodies may be supplemented by other public bodies in text form throughout the duration of the framework agreement with the contractor, provided that this does not exceed the overall estimate of needs used. The inclusion of other eligible bodies has no impact on the maximum volume of the framework agreement as set out in point 1.5. Invoicing takes place exclusively vis-à-vis the LZN as client and contractual partner.
